[ATARAXION] ;; permissions.
For those who don't know, Charles is a pretty darn powerful telepath. This permission post is preemptively asking about reading minds. Any other of Charles' skills will be asked about prior to use (ie: messing with the senses, changing up perception, mind control). Feel free to use the form below or wing it.

⇨ Can he read their mind? ; Yes
⇨ Will he experience any difficulty/resistance doing so? ; No - unless Jesse is currently draining him of his power at that exact moment.
⇨ Topics that are not okay to discuss? ; In public, revealing anything about his past or his shady activities would likely send Jesse into some kind of freakout and he would make it his life's mission to take away that telepathy. In private, Jesse would be a lot calmer and more likely to talk things through... and he'd probably express remorse for whatever Charles knows about him and beg him not to tell anyone else. Jesse's a very reasonable bad guy in most cases.
⇨ Superpowers/non-human/etc? ; He was born an ordinary human, but he received a superpower in Siren's Port. He can transfer powers by touch, remove them completely from one person and hold onto them or bestow them upon someone else. He can't use them, though.
⇨ Additional notes ; Jesse is very much a lost soul in need of guidance, which is probably the thing that stands out the most about him. He doesn't realize how much he's been manipulated by others, but he's a good person at his core. He's really just searching for support and approval. He wants to be good at something and it's unfortunate that he's good at bad things.
