the games, permissions.

Charles is a quite powerful telepath and he has empathy. In the event of a chance for him to have access to his skills in The Games, I have this permission post is preemptively asking about reading minds. Any other of Charles' skills will be asked about prior to use (ie: messing with the senses, changing up perception, mind control). Feel free to use the form below or wing it :)

I do expect, with full access to powers, there to be several characters that he cannot read the minds of (due to species traits, powers of their own, etc).



Also feel free to ask any questions/comments/etc regarding his skills here.

Can he read their mind? ; Yes
If yes, will he experience any difficulty/resistance doing so? ; No psychic barriers, only the sensory one of being blind.
Topics that are not okay to discuss? ; Anything is a-okay in my book!
Superpowers/non-human/etc? ; Superhuman senses of the non-mutant variety.

CHARACTER NAME ; Carlos
Can he read their mind? ; Yes
If yes, will he experience any difficulty/resistance doing so? ; Absolutely none. However, there are two mental blocks: one around a set of memories from a previous Arena: the block, I imagine, will feel like it's made of solid fear, and I don't advise Charles trying to break it. The other block is older, just as sinister, and I also don't advise Charles trying to break that one.
Topics that are not okay to discuss? ; None! When I tag you, I'll probably give you notes in the prose/actiontags about what you're likely to find that's Capitol-related, and you're of course willing to read his app/use any canon knowledge you have. His canon point is a few days before One Year Later, so anything before that is fair game.
Superpowers/non-human/etc? ; Nope! Human as human gets!
Additional notes ; Speaking of those mental blocks, it's true: Carlos's mind has been tampered with at least twice, maybe more. It's been mind-scanned by government helicopters, terrorized by a psychic juggalo troll, and who even knows what the man in the tan jacket said to him and made him forget. If Charles could tell that Carlos's mind has been picked over with relative frequency, he is welcome to know that. Carlos isn't completely sane, but he is remarkably sane considering what he's experienced.

Can he read their mind? ; Sure!
If yes, will he experience any difficulty/resistance doing so? ; Nope!
Topics that are not okay to discuss? ; I'm cool with anything! Clara might be a little on edge about talking about what happened to Alex (both the bombing and that she was told that he died right before she was pulled into Panem), but would probably be willing to talk about it with enough gentle prodding.
Superpowers/non-human/etc? ; Nope, she's a good old fashioned plain human.
Additional notes ; If anything specific crops up that you want to run by me about him pulling from her, feel free to ask!

Can he read their mind? ; Yes.
If yes, will he experience any difficulty/resistance doing so? ; Not quite, but it may be difficult to shift through thoughts since she's constantly over thinking things to stay ahead of everyone else.
Topics that are not okay to discuss? ; Free game, just know that bringing up anything delicate from her past just might result in negative outlash. She's very blatantly private.
Superpowers/non-human/etc? ; Superhuman, but barely so. More as if her body has been pushed to full capacity.
Additional notes ; Definitely okay with whatever and I'll do what I can to add in more introspection if it helps.

CHARACTER NAME ; Brainiac 5
Can he read their mind? ; Yes but with severe limitations.
If yes, will he experience any difficulty/resistance doing so? ; Brainiac 5 is resistance to most telepathy. The only telepaths ever able to read his mind in canon were one that used a technological means of assistance to her telepathy and one that was a powerful enough telepath to control whole planets. I think Charles is one of few that would be powerful enough to get part way in but it'd be a tremendous battle of wills, he'd find a brain that's utterly alien and simultaneous tracks of consciousness (not different personalities but just...separate tracks of the same consciousness) and he'd have trouble gathering up anything let alone what he's looking for. A jump in there WOULD tell him Brainy's much much smarter than he's letting on to most people though. In canon they make it clear that the average Coluan is smarter than basically the processing power of a whole planet and he's one of the most intelligent among them.
Topics that are not okay to discuss? ; I have some issues with domestic violence and sexual assault but I'm generally okay with it if the player checks with me oocly first.
Superpowers/non-human/etc? ; Brainy is a mammalian alien pretty similar to humans but he has superintelligence that is left unblocked by the Capitol and a shield power that's usually blocked other than in the arenas.

If yes, will he experience any difficulty/resistance doing so? ; None whatsoever.

Superpowers/non-human/etc? ; None.
Additional notes ; Guy's brain will read a little bit different then the average human. Same levels of intelligence (in fact he's pretty darn smart even if he's uneducated) but his set o instincts and emotional intelligence are a little different. He has a brain very geared towards making social attachments, for instance, because he's from a time where people are a little bit closer to their pack animal roots. And a really deep deep sense of empathy.

CHARACTER NAME ; Jan Arrah
Can he read their mind? ; Yes
If yes, will he experience any difficulty/resistance doing so? ; Yes, though he'd find it difficult. (Though not as difficult as Brainy.) His willpower is honed by billions of years of being alive and he's pretty darn crazy. One of his very powerful telepathic teammates was able to hold him at bay for a while in canon but was eventually overpowered and he broke free, but I think Charles is more powerful than her so I think he could force his way in. He'd have a tough time of it, though.
Topics that are not okay to discuss? ; Same as above again.
Superpowers/non-human/etc? ; Jan is an alien, a Trommite, and during arenas he might get his powers back, which allow him to transmute any element to any other element with a touch. That means he can do everything from turning someone to stone to turning the air in their lungs to toxic gas.
Additional notes ; Jan used to be a sane, good person once, but lost his entire people to genocide, then in the course of saving his teammates was left adrift alone for billions of years at the beginning of the universe. He's billions of years old and completely crazy, so Charles would possibly find digging into his brain overwhelming. He's also committed tons of genocides and created species to worship him (building them up from the primordial soup and altering their DNA as they evolved) so Charles might potentially see lots of horror and bloodshed if he ever manages to pry into his brain.

CHARACTER NAME ; Steve Rogers
Can he read their mind? ; Yep!
If yes, will he experience any difficulty/resistance doing so? ; Not to mind reading, but Steve has an indomitably will, so he is highly resistant to things like mind control and influence.
Topics that are not okay to discuss? ; Nope! Anything is game, but if Steve's unaware Charles has been in his head and then he makes comment on something personal, well things could go south.
Superpowers/non-human/etc? ; Super Soldier, so while not superhuman, Steve is at the peek of human capability and potential mentally, physically, and at heart. He does have an eidetic memory and his mind moves with incredible speed and efficiency.
Additional notes ; I'm cool with anything! Only thing is that if you'd like him to come across a memory that has to do directly with another character, I'd just like to check with them beforehand, make sure they're okay with it.

CHARACTER NAME ; Julian Bashir
Can he read their mind? ; Yes!
If yes, will he experience any difficulty/resistance doing so? ; Julian doesn't have any barriers, but his mind is a really busy place due to his genetically enhanced status. Control or influence will be harder, but not impossible.
Topics that are not okay to discuss? ; He's not exactly comfortable talking about his genetic status or how he was before the genetic resequencing, but it's also not necessarily a no go to bring up. It'll just put him really on edge. Other than a warning about opening that particular can of worms, anything goes.
Superpowers/non-human/etc? ; Julian is human, but his genetic structure has been manipulated and many of the flaws in it removed or otherwise ironed out. It's given him enhanced intelligence well beyond human norms, enhanced reflexes and hand/eye coordination, and some increased senses--especially hearing and eyesight.

Can he read their mind? ; Yep!
If yes, will he experience any difficulty/resistance doing so? ; None whatsoever. Canonically Rokk has been mind-controlled a lot and one of his best friends is a telepath so there's practically a welcome mat out-front.
Topics that are not okay to discuss? ; None, anything goes.
Superpowers/non-human/etc? ; He's - no joke - from a race of Magnetos.
Additional notes ; If you want Xavier to get any extra insight into something from canon feel free to ask since it's not the most well-known series.
